
The 2007 - 2013 EU programming period has started. There is much innovation but perhaps the most interesting aspect lies in the reformulation of the "objectives" financed by structural funds, defined "as indirect management " as they are managed operatively by the Regions:
- Convergence objective: this refers to the less developed member nations and regions which are the prime priority of the Community cohesion policy (for Italy: Calabria, Campania, Apulia, Sicily; phasing-out Basilicata)
- Competitiveness and Employment objective: focussing on Union territory which is not covered by Convergence objectives (for Italy: all other regions without exception; phasing-in Sardinia)
- European Territorial Co-operation: refers to all regions including land and maritime frontiers and trans-national cooperation zones (all Italy)
At the same time, after reorganisation and soon to be the subject of tender competitions, are those programmes operated directly by the Commission: Life+, Culture, Media, Framework Programme for competitiveness and innovation, etc.
Public authorities thus have an extraordinary opportunity to obtain significant contributions in many sectors including tourism, which will have a very important roles in the tenders to be published in the next few years.
